- One decimal place rounding is decisive — A raw figure of, say, 4.95% rounds to 5.0% (YES), while 4.94% rounds to 4.9% (NO), so the rounding step alone can flip resolution at the margin.
- Strictly above 4.9%, not at or above — A one-decimal-place print of exactly 4.9% does NOT resolve YES — the contract requires the value to be more than 4.9%, so a 4.9% print is a NO.
- Initial BLS release vs. later revisions — The rules cite the BLS-reported value but do not specify whether the first release or a subsequent revision is used; if the market settles on the initial print, a later revision that crosses the threshold is irrelevant.
