With 12 groups, the four best third-placed teams would not be enough to fill a 32-team bracket, so the eight best third-placed sides (ranked by points, then goal difference, then goals scored) also advance. FIFA then maps those eight into pre-set bracket slots, which is why a few Round of 32 ties only lock once every group has finished.
